Johannesburg, South Africa – November 12, 2025 – In a move poised to bridge Africa’s persistent digital divide, Vodacom Group, the continent’s largest mobile operator, has announced a strategic partnership with Elon Musk’s Starlink to deliver high-speed, low-latency broadband internet to businesses and expand rural network coverage.

The agreement, unveiled in a company statement on Wednesday, allows Vodacom to integrate Starlink’s low-Earth orbit (LEO) satellite technology into its mobile network as a backhaul solution for data relay. This integration will enable Vodacom to resell Starlink equipment and services to its customers where regulatory approvals are in place, targeting enhanced connectivity in underserved regions.

With a customer base exceeding 223 million across its operations, Vodacom has long grappled with the challenges of sparse populations, rugged terrain, and limited infrastructure in rural Africa, making traditional fiber and tower expansions costly and time-intensive.

“This partnership represents a transformative step in our Vision 2030 strategy, which aims to grow our customer base to 260 million and financial services users to 120 million within five years,” Vodacom stated. “By harnessing Starlink as a complementary layer to our extensive terrestrial network, we are accelerating coverage expansion and improving performance in rural areas, bringing us closer to universal connectivity.”,

Chad Gibbs, Vice President of Starlink Operations at SpaceX, echoed the sentiment, noting that the collaboration aligns with Starlink’s mission to serve remote and mobile users. “Starlink is already serving people, businesses, and organizations in 25 African countries,” Gibbs said.

“By partnering with Vodacom, we can deliver reliable, high-speed connectivity to even more customers, transforming lives and communities across the continent.”

Vodacom’s CEO, Shameel Joosub, emphasized a diversified approach to satellite partnerships during the company’s interim results presentation on Monday. “We continue dealing with multiple satellite providers, including Starlink where licensed, as well as AST SpaceMobile and Amazon Kuiper,” Joosub told Reuters.

This multi-vendor strategy underscores Vodacom’s commitment to leveraging various LEO technologies to address connectivity gaps without over-reliance on a single provider.The deal comes amid Starlink’s gradual expansion in Africa, with services already operational in countries like Nigeria and Rwanda. However, rollout in South Africa and other markets will depend on securing local regulatory approvals. “Individual market announcements will be made as and when the requisite approvals are obtained,” Vodacom confirmed.

“The master agreement between Vodacom Group and Starlink has been signed and is effective immediately.”Industry observers view the partnership as a high-profile endorsement of satellite broadband’s role in Africa’s digital economy.

LEO constellations like Starlink offer instant long-distance links without the need for extensive ground infrastructure, potentially revolutionizing access for enterprises in mining, agriculture, and logistics sectors. Vodacom Group, headquartered in Johannesburg, operates in nine African countries and is majority-owned by Vodafone Group Plc.
