The United States voted against the resolution, along with Israel and eight other countries, USA does not have a veto powers in the General Assembly

Israel started a ground offensive, imposed a siege, and bombarded Gaza in reprisal for an onslaught by Hamas on October 7 that it claims resulted in 1,200 deaths and the kidnapping of 240 persons. According to Gaza’s health ministry, 18,205 Palestinians have died and close to 50,000 have been injured.

General Assembly resolutions are not binding but carry political weight, reflecting a global view on the war
